The wiki says it grants an area a bonus to searching for good characters as though the building were powered. Does it do anything for buildings already benefiting from power?

Only in the outer planes, where buildings don't have power.

The bonuses don't stack. Sol Invictus adds the power bonus if it is absent, for instance because the building doesn't even have a power plant to begin with.
