They're in the Warrens under Stygia. The Warrens are much smaller this time around than they were back in Nexus War but a small piece of Warrens does once again exist. The entrance is at 21,23 in the Stygian neighborhood of Uffern.
Be aware that there are portals to much more dangerous places down there, as the Warrens are just the antechamber of a larger maze with a big nasty boss fight at the end.
