Stuff is going well! The faction layout is a bit different from what you remember, but there are a lot of nifty old faces and new.
Lots and lots of dev stuff happened (much too much to list here) and there's a ton of new stuff in the game. The vast majority of things that were chronically stupid, buggy or broken got fixed last year. There are still breath cycles, but we changed dev style to "episodic content, lots of smaller changes much more often" instead of "huge changes that only happen at breaths".
If the forum seems a bit dead, looks can be deceiving. There's lots of community activity, it just mostly migrated to Discord (the Chat link on the top bar).
