Testing on the dev server says yes, a Lich with both skills may do these things.
That said, the hand-to-hand accuracy bonus doesn't appear to apply to the area-of-effect option, an option of which I'm given to understand is buggy in a lot of ways. Testing also showed that using Eldritch Blast to switch to Arcane damage will forfeit the +2 Hand of the Necromancer bonus for using Death damage, since this bonus is applied to the damage type used, not the spell type used.

Of the ones listed, only Conjure interacts with them (raises accuracy). The rest have no influence (although they do raise your actual H2H damage if you so wish to stop casting spells and just punch a bitch in the face) _________________

1. HoN doesn't actually work with the AOE option
2. You do still get the HtH accuracy value and accuracy bonuses when using Eldritch blast, but you lose damage bonuses not only for death mastery but also hand of the necromancer.
3. HoN is in all other ways like a HtH attack, i.e. affected by Dodge, auras, and flight
